Remarks by Chinese Ambassador H.E. Ren Yisheng at the Inaugural Retreat of the Board of Commissioners of the Independent National Commission of Human Rights of Liberia

Hon. Cllr. T. Dempster Brown, Chairman of the Independent National Commission of Human Right of Liberia,

Distinguished members of the Board of Commissioners,

Mr. Uchenna Emelonye, representative of the UN Office of the High Commissioner for Human Rights in Liberia,

Ladies and gentlemen,

Good morning! Thank you for this opportunity to address the Inaugural Retreat of INCHR. Congratulations to the incoming members of the BoC. Thank you to the outgoing members of the BoC for your hard work. I would like to share China's position and practices on human rights issues with you.

We recognize and respect the universality of human rights. Meanwhile, we believe human rights are closely related to the social system, economic development, historical background, and cultural traditions of a country. Therefore, all countries should combine the principles of human rights as affirmed by international human rights instruments with their national conditions so as to effectively promote and protect human rights.

Economic, social, cultural rights, and civil and political rights are interrelated and interdependent, and the international community should pay equal attention to these two categories of human rights. Also, human rights include both individual rights and collective rights.

On human rights issues, we advocate mutual understanding and respect, seek common ground while reserving differences, carry out dialogue and cooperation on equal footing, and capacity-building cooperation especially for developing countries. We should avoid double standard and finger-pointing, and oppose imposing one's own value, ideology, political standards and development models on others.

Ladies and gentlemen,

This year marks the 100th anniversary of the founding of the Communist Party of China(CPC) and we have just celebrated the 72nd anniversary of the founding of the People's Republic of China(PRC). Over the past 100 years, the CPC has led the Chinese people in winning the victories of revolution, socialist construction and reform. China has successfully identified the right path of promoting and protecting human rights by giving priority to the realization of the right to subsistence and right to development(RTD). Today, China has become the world's second largest economy. 770 million rural residents have been lifted out of extreme poverty since reform and opening-up 43 years ago. China has strengthened construction of rule of law and stuck to the principle of no restricted area, full coverage and zero tolerance when fighting corruption.

We appreciate the useful work done by the Independent National Commission of Human Rights of Liberia and the UN Office of the  High Commissioner for Human Rights in Liberia. We are closely working with OHCHR to prepare for co-hosting the International Workshop on the Right to Development in Liberia. China stands ready to collaborate with the Liberian government, INCHR, OHCHR and other partners to better promote and protect human rights, RTD in particular, in Liberia and Africa.
