Yang Jiechi Attends the 11th Meeting of the BRICS High Representatives for Security Issues via Video Link

On August 24, 2021, Member of the Political Bureau of the Communist Party of China (CPC) Central Committee and Director of the Office of the Foreign Affairs Commission of the CPC Central Committee Yang Jiechi attended the 11th Meeting of the BRICS High Representatives for Security Issues via video link in Beijing. Yang Jiechi emphasized, the BRICS countries should follow the common guidelines of the leaders of the five countries, uphold the BRICS spirit of openness, inclusiveness and win-win cooperation, strengthen strategic communication, increase political mutual trust, and deepen coordination on security affairs, making all preparations for the incoming 13th BRICS Summit.

Yang Jiechi expressed, the BRICS countries should pool strengths, to jointly address security challenges and threats. We need to remain united in fighting COVID-19, adopt a science-based approach, and oppose any attempt at stigmatizing the pandemic and politicizing the origins tracing; we need to firmly uphold the international system with the United Nations at its core and the international order based on international law, ensuring that developing countries can fairly participate in international affairs; we need to promote political settlement of regional conflicts and hotspot issues through dialogue and negotiation, and respect legitimate concerns of regional countries; we need to adopt comprehensive measures to treat both the symptoms and the root cause, follow a vision of common, comprehensive, cooperative and sustainable security for the world, foster a keen sense of a community with a shared future for mankind, enhance global cooperation in addressing non-traditional security challenges, and oppose the abuse of the concept of national security and discriminatory and unilateral enforcement measures against other countries.

Yang pointed out, the BRICS countries should accommodate each other's core interests and major concerns, jointly combat transnational crimes, and strengthen cooperation in fields such as intelligence sharing, emergency response, safety precaution, counter-narcotics, cybercrime combating, counter-terrorism, and network information security. We must be alert to infringements on the sovereign rights of other countries under the pretext of freedom of navigation. China supports the BRICS countries in building early warning mechanisms to prevent the risk of large-scale infectious diseases and enhance the ability of contingency reserve and logistics, and strengthening cooperation in fields such as digital health, drug and vaccine R&D, and traditional medicine. China welcomes the counter-terrorism action plan reached by the BRICS countries, calling on the BRICS countries to actively explore ways to fight terrorism and extremism, deepen cooperation in cracking down on cyber terrorism and stopping terrorism financing, promote the building of a peaceful, secure, open, cooperative and orderly cyberspace, and oppose politicization of digital security issue, cyber warfare, and cyber arms race.

Yang Jiechi emphasized, political settlement is the only way out for resolving the Afghan issue. The international community should respect the will and choice of the Afghan people, and encourage Afghanistan to build a broad and inclusive political structure that suits its national conditions. Efforts must be made to fight terrorism in all its forms, and Afghanistan must never again become a gathering place for terrorist and extremist forces.

At the meeting, all representatives had in-depth exchanges of views on international and regional hotspot issues, cooperation between law enforcement agencies, health and safety, counter-terrorism, and cyber security, and endorsed the BRICS Counter-Terrorism Action Plan. All parties agreed to strengthen communication, coordination, solidarity and cooperation to ensure fruitful results of the BRICS Summit.
