Wang Yi Delivers a Video Speech at Meeting Marking the 20th Anniversary of Establishment of China Arms Control and Disarmament Association & Arms Control Symposium of the 50th Anniversary of the Restoration of the Lawful Seat of the People's Republic of China in the United Nations

On September 15, 2021, State Councilor and Foreign Minister Wang Yi delivered a speech at a meeting marking the 20th anniversary of the establishment of the China Arms Control and Disarmament Association (CACDA) & Arms Control Symposium of the 50th anniversary of the restoration of the lawful seat of the People's Republic of China in the United Nations (UN) via video link.

Wang Yi congratulated on the 20th anniversary of the establishment of the CACDA. Wang Yi said, over 20 years, the CACDA has advanced innovation in theory and practice of the arms control diplomacy with Chinese characteristics, taken persistent efforts to carry out people-to-people arms control diplomacy, actively publicized Chinese policies, vision and initiatives related to arms control, and supported the non-proliferation export control system and capacity building, playing a significant role in serving China's overall diplomacy and social and economic development.

Wang Yi expressed, since China recovered its lawful seat in the United Nations, it has fully participated in multilateral arms control. Under the strong leadership of the CPC Central Committee, Chinese arms control diplomacy has scored substantial and concrete outcomes, which effectively safeguards China's legitimate and lawful rights and makes positive contributions to world peace and stability.

We adhere to peaceful development, and advance international arms control with progressive ideas. General Secretary Xi Jinping first advocated the "sensible, coordinated and balanced" approach to nuclear security at the Nuclear Security Summit, and expounded the important vision of "building a community with a shared future for mankind" and the vision of common, comprehensive, cooperative and sustainable security for the world at the UN, charting a course for the international security cooperation.

We uphold multilateralism, and safeguard and develop the international treaty regime on arms control. China has joined more than 20 international arms control treaties and regimes, fulfilled obligations of all treaties, and firmly upheld the authority and effectiveness of multilateral arms control treaties.

We prioritize diplomacy, and actively promote the political settlement of non-proliferation hotspot issues. China pushed for the adoption of Security Council Resolution 1172 on nuclear tests in India and Pakistan, tried to resume the Six-Party Talks on the Korean nuclear issue, make important contributions to reaching and upholding the Joint Comprehensive Plan of Action, and constructively engaged in the Syrian chemical weapons issue.

We take on responsibility, and contribute Chinese proposals to international security and governance. China first advocated that the two superpowers should take the lead in nuclear disarmament, proposed that we should foster a community with a shared future in a peaceful, secure, open, cooperative and orderly cyberspace, initiated the Global Initiative on Data Security, jointly submitted a draft treaty on arms control in outer space with Russia, and promoted the conclusion of the Tianjin Biosecurity Guidelines for Codes of Conduct for Scientists.

We place the greater good above our own interests, and actively promote humanitarian arms control. China earnestly fulfilled the Convention on Certain Conventional Weapons, joined the Arms Trade Treaty, supported the international initiatives of "Silence the Guns in Africa", and actively provided humanitarian mine-clearance aid.

Wang Yi emphasized, at this new historic starting point, we should learn and implement the guiding principles of the speech of General Secretary Xi Jinping delivered at the ceremony marking the centenary of the CPC, strive to blaze a trail of arms control diplomacy that bears Chinese characteristics and embodies the responsibility as a major country, and make unremitting efforts to safeguard China's national security and development interests, and promote world peace and development.

First, we will continue to make contributions to international peace and security. We will follow the new vision of common, comprehensive, cooperative and sustainable security to bridge differences through dialogue and resolve disputes through negotiation. China will actively participate in security governance in new frontiers, study and propose Chinese initiatives, advocate equal-footed participation and democratic consultation, and promote the establishment of the just and rational international arms control and non-proliferation regime.

Second, we will maintain and promote global strategic stability. We will further study the theoretical foundation and institutional arrangement of collective security, strengthen strategic security dialogue with major forces in the world, work hard to establish stable major-country strategic security relations, and jointly build the collective cooperation mechanism that can effectively address new-type security challenges.

Third, we will strengthen and improve international arms control and disarmament regime. Working with the international community, China will give full play to its new historical role of the Treaty on the Non-Proliferation of Nuclear Weapons, actively support the building and functioning of the verification regime of the Comprehensive Nuclear-Test-Ban Treaty, promote the establishment of a verification regime of the Biological Weapons Convention, and engage more deeply in the global efforts to stop the illicit transfer of conventional arms.

Fourth, we will fully put into effect the holistic approach to national security, firmly oppose any behavior that infringes China's territorial integrity, sovereignty and independence, categorically reject any action that damages China's legitimate strategic security interests, and steadfastly safeguard China's legitimate security and development interests.

Fifth, we will establish the major-country arms control theoretical system with Chinese characteristics. China will leverage its advantage, and contribute its initiatives and wisdom to maintaining global strategic security. China will make efforts to establish the arms control theoretical system that bears Chinese characteristics, gathers broad consensus, and corresponds with the trend of history, creating a favorable environment for promoting all countries to follow the path of peaceful development and playing a unique role for the major-country diplomacy with Chinese characteristics.

The meeting & the symposium were jointly hosted by the Ministry of Foreign Affairs and the CACDA. Nearly 200 persons, including officials from domestic relevant departments, experts, scholars, and members of the CACDA, attended the event on site or via video link.
