In order to reduce cross-border transmission of Covid-19, starting from  November 7, 2020, all Chinese and foreign passengers who are to fly from Liberia to China will be required to take nucleic acid and IgM anti-body tests and then apply for a green health code with the "HS" mark or a certified health declaration form before boarding the flight. The specific requirements are as follows:

I. Test Requirements

Passengers going to China  from Liberia via direct flights must take nucleic acid and IgM anti-body tests within 48 hours before boarding. They must take the tests at a medical institution designated or recognized by the Chinese Embassy / consulates and then apply at the Chinese Embassy / consulates for a green health code with the "HS" mark or a green health code with the "HS" mark or a certified health declaration form with certificates of negative results of both tests.

There is no direct flight from Liberia to China at present. Passengers going to China from Liberia via connecting flights must take nucleic acid and IgM anti-body tests in Liberia within 48 hours before boarding their flight to the transit country and then take both tests again in the transit country within 48 hours before boarding the plane to China. Passengers must apply at the Chinese embassies/consulates in BOTH countries for green health codes with the "HS" mark or certified health declaration forms with certificates of negative results of both tests.

The two tests of the first time are conducted in Liberia with sampling and testing finished within 48 hours of boarding and certificates of negative results of nucleic acid and IgM antibody tests are obtained. The 48 hours are calculated from the time of sampling. The nucleic acid test and the IgM anti-body test shall be conducted within 48 hours before boarding their flight to the transit country at the institutions designated or recognized by Chinese Embassy in Liberia. The nucleic acid test and the IgM anti-body testing institutions shall meet relevant qualification requirement of Liberian government. Please check the website of Chinese Embassy in Liberia to obtain information about the list of the nucleic acid test and the IgM anti-body testing institutions.

The tests of the second time are conducted in the transit country (the country from which the direct flight to China begins) with sampling and testing finished within 48 hours of boarding and certificates of negative results of nucleic acid and IgM antibody tests are obtained. Please check the website of Chinese Embassy or Consulates to obtain information of testing institutions.

Sampling of the two tests must be done with in 48 hours of boarding , and the earlier sampling time is used as the starting point.

 II. Chinese Passengers Applying for Green Health Code with the "HS" Mark

Chinese passengers must upload to the WeChat Health Code app (Attachment 1 is the QR code) photos of their negative nucleic acid and IgM anti-body tests results, which will then be examined and verified by the Chinese embassy/consulates. Then they will get the green health code with the "HS" mark (Attachment 2). Passengers must present the green code within its validity period to the airlines flying directly to China before boarding. Validity period of health code is calculated based on earlier sampling date of nucleic acid test and IgM anti-body test.

III. Foreign Passengers Applying for Certified Health Status Declaration Form

Foreign passengers must email the scanned copies of their negative nucleic acid and IgM anti-body tests results along with their passport information page and the signed health declaration form (Attachment 3) to the Chinese embassy/consulates mailbox. The Chinese embassy/consulates will then examine and verify the above information and email the stamped certified health declaration form back to the passenger. Passengers are advised to print the form out and bring the form with them to the airport. They must present the form within its validity period to the relevant airlines  before boarding. Validity period of certified health declaration form is calculated based on earlier sampling date of nucleic acid test and IgM anti-body test.

IV. Reminder:

1. Please read the requirements carefully and follow them accordingly. Failure to obtain the green health code with the "HS" mark or a certified health declaration form with negative nucleic acid and IgM anti-body tests results means you do not qualify for boarding the flight to China and will have to change your itinerary.

2. If you must go to China via connecting flights, please check the requirement of nucleic acid and IgM anti-body tests of Chinese embassy and consulates in the transit country, whether the two tests are available at the transit airport and the time needed for the test reports. Even if not going out of the transit airport, the passengers must conduct the tests of the second time and apply for a green health code with the "HS" mark or a certified health declaration form with the certificates of negative results of nucleic acid and IgM anti-body tests. If the transit airport is unable to perform the two tests in a quick way, please check the transit country's entry regulation, nucleic acid and IgM anti-body tests requirements, pandemic control policy, and testing institutions designated by Chinese embassy and consulates in the transit country. If necessary, please apply for the visa of the transit country beforehand, so that you can enter the transit country to conduct the tests of the second time. Failure to enter the transit country or meet the requirements regarding the tests, the green code or certified health declaration form could result in being stranded and heightened infection risks. If it is impossible to conduct the two tests and obtain a green health code with the "HS" mark or a certified health declaration form in the transit country, the passengers should reschedule or adjust their itinerary.

2. Please take original certificates of negative results of the tests with you during your journey.

3. Make sure to report true personal information and submit real and valid testing certificates. Concealing symptoms, altering or forging testing certificates will result in legal consequence.
