On April 27, 2017, Chinese Ambassador to Liberia Zhang Yue was invited to attend the groundbreaking ceremony for the construction of China-Aided Ministerial Complex and Capitol Building Annexes. H.E. Madam Ellen Johnson Sirleaf, President of the Republic of Liberia, members of legislature and cabinet attended the groundbreaking ceremony.

Ambassador Zhang Yue addressed the audience that these landmark projects are another milestone of China-Liberia relations. The process of putting the projects in place is a process of mutual understanding between two peoples and the outcome has further strengthened friendship and cooperation between China and Liberia. They are solid evidence for the strong commitment of China to stand with Liberia, to develop with Liberia and to share with Liberia. In the near future JPC and JC will present the landmark buildings with both efficiency and good quality.

In her remarks, President Sirleaf said that Liberia is wholeheartedly grateful for China's important role of undertaking the projects, which demonstrates China's commitment to Liberia's development drive. She termed execution of the two projects as a great relief for various ministries and agencies of the Government of Liberia, still operating from outdated buildings that do not meet current day reality. She noted the contributions of the Chinese side and thanked President Xi Jinping for working towards bringing to fulfillment the Ministerial Complex and Annexes at the National Legislature.
